The wolf gets faster walk/run, life leach, damage and AR. The bear gets stun, more damage, and AR. To me, the Werebear's damage edge is kind of washed by Fury which adds 423% at 20, and hits much faster. (Compared to 443% with level 20 Bear and fully-charged level 20 Maul) Lots of builds do use the bear because of Shockwave, which can stun-lock
